Bulletin n°3 is a confidential and strictly personal document, intended for individuals. It can only be requested by the person it concerns or his legal representative if he is a minor or an adult under guardianship.
How long is the validity of a criminal record extract (Bulletin No. 3)?
The Code of Criminal Procedure does not contain any provisions concerning the period of validity of a criminal record extract.
However, some agencies may require the production of a recent document.
Can I obtain bulletin no. 1 of my criminalrecord extract?
You cannot obtain bulletin no. 1 of yourcriminal record extract yourself.
This document can only be issued to the judicial authorities and the prison administration ( article 774 of the code ofcriminal procedure ).
Can I obtain bulletin no. 2 of my criminalrecord extract?
You cannot obtain criminal record bulletinno. 2 yourself. This document can only be issued to administrative authoritiesor certain private organizations for reasons provided for by law ( article 776and article R79 of the code of criminal procedure).
It is therefore up to the administration orbeneficiary organization to make the request directly to the National Criminal Record.
What documents does the National Criminal Record deliver?
The National CriminalRecord only issues extracts from criminal records.
There are threetypes of extracts:
- bulletin no. 1 ,issued only to courts,
- bulletin no. 2 ,issued only to administrations and certain authorized bodies,
- bulletin no. 3 ,the only document issued to individuals.
The National Criminal Records Office can issue, on request, a form for anational of French nationality with a criminal record extract (bulletin no. 3)none. This form accompanies bulletin no. 3 nil. It is written in French andtranslated into the official language of the State where it is presented. Thisdocument is issued within the framework of the regulationof July 6, 2016 aimed at promotingthe free movement of citizens by simplifying the conditions for presentation ofcertain public documents in the European Union. Thus, the presentation of thisform with bulletin n°3 nil exempts French citizens from the apostilleformality, when they wish to present it to an administration of another Stateof the European Union.

What is the criminal record?
The criminal record is therecord of the criminal convictions of a person referenced in the NationalCriminal Record. The information contained in the criminal record iscommunicated in the form of extracts called criminal record bulletins. Thethree types of extract are:
- bulletin no.1,
- bulletin no.2,
- bulletin no.3.
The criminal record stores the convictions handed down by the criminal courts(assize courts, assize courts minors, courts of appeal, criminal courts, policecourts, children's courts, children's judges). It also preserves certaindecisions pronounced by commercial courts (personal bankruptcy, commercial ban)and certain administrative and disciplinary decisions when they enact or resultin incapacities even when they have not been pronounced. Some convictions canbe withdrawn.
A person may, upon written request to the public prosecutor of the judicialcourt of his domicile, obtain a communication of the full statement of hiscriminal record. No copies may be submitted.
What doescriminal record bulletin no. 1 contain?
Bulletin No. 1 of the criminal recordcontains all the convictions and court decisions contained in the criminalrecord.
However, are excluded:
immediately:
- convictions benefiting from amnesty,
- convictions benefiting from judicial rehabilitation with removal of thecriminal record,
- declarations of criminal irresponsibility when compulsory hospitalization orsecurity measure has expired,
- commercial or disciplinary sanctions erased by rehabilitation,
- foreign convictions whose withdrawal has been ordered by a court.
at the end of a period of 3 years:
- convictions handed down for police infractions,
- the period is however 4 years for those whose recidivism constitutes an offense,
- convictions accompanied by an exemption from sentence , unless the court hasordered non-registration,
- sanctions or educational measures, except in the event of a new measure orconviction during this period,
- criminal compositions, except in the case of a new composition or criminalconviction during this period.
at the end of a period of 5 years:
- personal bankruptcy or disqualification from management unless their durationis greater than 5 years.
The request for this bulletin is reserved for the judicial authorities and theregistries of penitentiary establishments in the context of the investigationof certain measures of execution of the prison sentence.
What doescriminal record bulletin no. 2 contain?
Bulletin No. 2 includes most convictionsfor crimes and misdemeanors, with the particular exception of:
- convictions benefiting from judicial or automatic rehabilitation,
- convictions handed down against minors,
- convictions handed down for police infractions,
- suspended sentences, when the probation period has ended without a newdecision ordering the execution of the entire sentence, unless socio-judicialmonitoring or a penalty of imprisonment has been imposed. prohibition fromcarrying out a professional or voluntary activity involving habitual contactwith minors or a sentence of ineligibility of a longer duration.
Bulletin No. 2 also includes convictions handed down by foreign courts againsta French person, with the exception in particular of convictions handed downagainst minors.
This bulletin can only be issued to certain administrations for specificreasons (for example, to access a job in contact with minors). Certain privateemployers also have access to it for the same reasons.
Information : it is possible to ask the judge,either at the time of sentencing or through a subsequent request, that theconviction not be entered in bulletin no. 2. If the request is accepted, theconviction will remain entered in bulletin no. 1.
Can I see all of the entries in my criminal record?
Only the criminal recordextract (bulletin no. 3) is sent to its holder.
To find out the complete content of your criminal record, you can request bymail addressed to the public prosecutor of the judicial court of your place ofresidence "communication of the full record" of the informationentered therein (article 777-2 of the code of procedure criminal). If you aredomiciled outside France, you must send your request by post to the diplomaticagent or the competent French Consul.
This is a reading, no copy will be given to you, except bulletin n°3. Thisreading is done at the judicial court of your place of residence. Your requestmust include your complete marital status (last name, first names, date andplace of birth), your contact details and be accompanied by a photocopy of youridentity document.

Request for bulletin no. 3 for a minor:
Only a legal representative is authorized to request the extract from thecriminal record (bulletin no. 3) of a minor. The request can be made via thebulletin request website no. 3, at the following address: casier-judiciaire.justice.gouv.fr , or by mail addressed to the NationalCriminal Record, 44317 Nantes cedex 3.
If the minor is under 12 years of age, if he was born outside France or if hisplace of birth is unknown, the legal representative must make the request foran extract from the criminal record (bulletin no. 3) by mail addressed to theCriminal Records Office national, 44317 Nantes cedex 3, accompanied by proof ofidentity of the child and a copy of the family record book.
The response is sent by post within two weeks (postal times included formainland France) and there is no need to attach an envelope or stamp for the response.
The criminalrecord extract (bulletin no. 3) is printed on white paper. I am asked for aprint on secure paper. How to do ?
Since September 26, 2018, criminal record extracts (bulletins no. 3) none have beenissued on white paper and sent digitally or by post. Previously, they wereprinted on secure paper and sent only by post.
